在“工业互联网+安全生产”背景下,针对风险分级防控与隐患排查治理机制运行过程中,存在的数字化程度低、基础设施薄弱、双重预防定义模糊等导致双重预防机制无法有效落实的难题,提出并实施了一套数字化解决方案。通过数字化手段,引入流程管理等先进管理手段,建立风险分级管控和隐患排查治理流程,明确风险隐患关系,依托数字化平台承载两个流程,打通数据壁垒,实现智能化预警。结果表明:在流程建设的基础上,通过数字化平台进行承载,拉通相关数据,实现智能化预警,进一步提升双重预防机制运行质效。应用结果表明,该平台成功实现了风险隐患数据的联动与智能化预警,形成了“流程驱动、平台承载、数据赋能”的闭环管理,切实提升了双重预防机制的运行质量与效率,为同类企业提供了可借鉴的实践路径。
Abstract:Under the background of "Industrial Internet + work Safety", in response to the problems existing in the operation of the risk classification prevention and control and hidden danger investigation and management mechanism, such as low digitalization level, weak infrastructure, and ambiguous definition of dual prevention, which prevent the effective implementation of the dual prevention mechanism, a set of digital solutions has been proposed and implemented. Through digital means, advanced management methods such as process management were introduced to establish risk classification control and hidden danger investigation and governance processes, clarifying the relationship between risks and hidden dangers. The digital platform was relied on to carry out these two processes, breaking through data barriers and achieving intelligent early warning. The results show that on the basis of process construction, through the digital platform for carrying, relevant data has been integrated to achieve intelligent early warning, further improving the operational quality and efficiency of the dual prevention mechanism. Application results demonstrates that the platform has successfully realized the linkage and intelligent early warning of risk and hidden trouble data, and formed a closed-loop management of "process-driven, platform-bearing, data-enabled", which has effectively improved the operation quality and efficiency of the double prevention mechanism, and provided a practical path for similar enterprises to learn from.
